Provided that your product has met the requirements of the appropriate Technical Specification (harmonised European Standard or European Technical Approval), bears the CE marking and has the necessary performance characteristics for its intended end use and local market, it has to be allowed access to the market of all Member States without further assessment.
In some cases, however, Member States are laying down additional requirements, such as insisting that the product be re-tested or requiring it to meet quality requirements beyond those covered by the CE marking. In some cases this may be justified, but if it is made a requirement for the product to be placed on the market, it may constitute an 'illegal' technical barrier to trade.
