Manufacturer’s obligations
 

The obligations on manufacturers, in terms of what is necessary and what is optional in order to meet the requirements of CE marking (and also in order to meet any non-CE marking related requirements in standards) are set out in harmonised European Standards and European Technical Approvals (ETAs). These are intended to be sufficiently well-written then they can be met by all manufacturers and Notified Bodies (where applicable) without the possibility of error, confusion or different interpretation.

This is not, however, always the case: standards may be unclear in themselves, Notified Bodies may, for whatever reason, appear to give advice different from the provisions in these documents, or manufacturers may simple be unclear as to exactly what the obligations placed on them are.
