Depending on the system of attestation of conformity, the CPD provides for both product certification (System 1) and Factory Production Control (FPC) certification (System 2). European Standards, in Annex ZA, indicate exactly what the manufacturer, and the Notified Product Certification or Notified FPC Certification Body, need to be doing to allow the manufacturer to obtain the CE marking.
· In some cases the requirements could be unclear or disagreements arise between the manufacturer and the Notified Body regarding the extent of individual responsibility.
· The manufacturer could feel that the Notified Body is insisting on performing all Initial Type Testing when he thinks the standard provides otherwise.
· The Notified Body is trying to oblige the manufacturer to perform tests unnecessarily.
